Laws and Policies for the Return of Cultural Property taken during the Colonial Control or Foreign Invasion (19th ~mid-20th Century)

As common heritage of mankind, cultural heritage has been valued and strictly protected by most countries in contemporary times, and thus has spawned a new discipline of cultural heritage law.

In order to foster international exchanges and cooperation in this field and attract scholars, students, heritage administrators and practitioners domestically and abroad to pay more attention to the legal protection of cultural heritage, to promote the construction and development of this new discipline, Law School of Renmin University of China (RUC), in conjunction with three foreign law schools of Toulouse 1 Capitole University (UT1), University of Technology Sydney (UTS) and University of Kent (KENT), jointly initiated the RUC-UT1-UTS-KENT Forum on Cultural Heritage law, which consists of a series of international seminars held in turn in the four law schools.
Hosted by Renmin Law School, the First Seminar of the RUC-UT1-UTS-KENT Forum will be held in Beijing on October 24, 2019. Scholars, administrators and practitioners in the field of legal protection of cultural heritage in Australia, China, France and the UK will be invited to discuss the key issues involved in the Return of cultural property taken during foreign invasion in modern times. Participants domestically and abroad are invited to contribute to the discussion by submitting papers.


A. Theme and Topics


The theme of this seminar is “Laws and Policies for the Return of Cultural Property taken during the Colonial Control or Foreign Invasion (19th ~mid-20th Century)”. Participants are expected to discuss various aspects related to the theme, including but not limited to :
  •  Return issue of looted arts/cultural property in Europe and Asia during the Second World War.
  •  Return issue of cultural property taken during foreign invasion or occupation.
  •  National Heritage vs. Universal Heritage: disputes on the jurisprudential foundation for the return of cultural property;
  •  The significance of international conventions and declarations on the return of cultural property;
  •  New developments of the legal systems and practices on the return of cultural property to colonized territories;
  •  Alternative approaches in promoting the return of cultural property;
  •  Case study on the return of cultural property taken during colonial control and foreign occupation;
